Drill from a red goal straight to the work that stalled it

When a goal is at risk I want one click to the specific work items dragging it, sorted by how much they should be moving the metric. A heatmap that is only a thermometer tells me the patient has a fever. Show me which work is the infection.

The thermometer-vs-infection framing is exactly our problem with the old dashboards. Everything was green until it wasn't, and then nobody could say which work let us down.

Sorting the stalled work by expected metric impact is the part that matters. A flat list of late tasks is just another backlog.
