Make the Do-Not list a first-class board

We decide what not to do every planning cycle and then forget by week three, so the same zombie initiatives crawl back in. I want an explicit Do-Not board with owners and a date, visible next to the roadmap, that someone has to consciously override to revive a killed initiative.

The zombie-initiative problem is real. We kill things in planning and they reanimate by week three because the decision lives in a slide nobody reopens.

An explicit override step to revive something killed would force the conversation back into the open. Strongly for this.
