Catchball workflow for cascading goals

When we cascade a goal down, it is supposed to be a negotiation, not a decree. I want a built-in catchball step: a proposed child goal goes to the team, they push back or accept, and the agreed version locks with a record of who agreed. Cascading goals without catchball is just top-down theater.

Cascading without catchball is how you get shared OKRs that are pure theater. Owners need a real chance to push back and have it recorded.

Recording who agreed to the final version is the underrated part. Six months later nobody remembers the negotiation, only the number.
