Public API and webhooks for goal updates

We have a data warehouse and an internal exec dashboard. I want to subscribe to goal and KPI changes via webhook and pull history through an API, so Vindaris is a source of truth other systems can read, not a walled garden I screenshot into board decks.

We will build our exec dashboard on top of Vindaris the day webhooks exist. Until then I am screenshotting into board decks like it's 2014.

A documented API would also let us reconcile against the warehouse automatically. Big plus one.
